What does this do?

HR 1111 would establish a new federal Department of Peacebuilding, led by a presidentially appointed Secretary who would join the National Security Council. The department would include divisions focused on peace education, domestic violence prevention, international conflict resolution, arms control, and human rights. At least 85 percent of its budget would be directed toward domestic programs.
