Federal land inside Vicksburg battlefield park set for transfer to Mississippi

What does this do?

HR 4467 would transfer two parcels of land — roughly 3.66 acres and 6.48 acres — from the federal government to the state of Mississippi at no cost. The land is currently inside Vicksburg National Military Park and could be used for a welcome center, interpretive center, museum, or similar public facility. Once transferred, the park boundary would be redrawn to exclude both parcels.
