EPA recycling grants would prioritize rural and low-income communities

What does this do?

HR 2145 establishes a federal grant program administered by the EPA to fund recycling infrastructure in underserved communities. Grants range from $500,000 to $15 million and can pay for transfer stations, curbside pickup expansion, and public-private partnerships. Grant funds cannot be used for recycling education campaigns.

Who does it affect?

Eligible applicants include states, local governments, Native American tribes, and public-private partnerships. Residents of rural areas, small towns, and lower-income communities with little or no recycling access are the people most directly affected.

Why does it matter?

At least 70 percent of annual grant funding must go to underserved areas, and communities without a recycling facility within 75 miles receive first priority. Two years after the first grant is awarded, the EPA must report to Congress on whether recycling rates improved in served communities.
