Federal grants would fund pet-friendly shelters for homeless residents

What does this do?

The PUPP Act of 2025 would create a federal grant program administered by the U.S. Department of Agriculture to fund construction, renovation, or conversion of buildings into shelters and permanent housing that allow residents to keep pets. Grant money could also cover staff training in pet care and ongoing costs of housing animals on-site. Funded housing would be required to provide supportive services such as mental health care, job assistance, and substance use treatment, as well as basic veterinary care including vaccines, spay and neuter services, and flea and tick prevention.

Who does it affect?

Homeless individuals and families with pets such as dogs, cats, rabbits, birds, or small animals are the primary population affected, as many current shelters do not accept pets. Local governments, nonprofits, homeless shelter organizations, and veterinary providers who partner with grantees are also directly involved.

Why does it matter?

Because many traditional shelters do not allow pets, some people experiencing homelessness currently avoid shelters rather than give up their animals. This bill would create a funding pathway intended to change that dynamic by making pet-inclusive housing a supported option.
