Senate bill would fund community services inside low-income public schools

What does this do?

S 4504 would expand a federal program that converts qualifying public schools into full-service community schools, adding on-site coordinators and connecting students and families with health care, mental health services, housing help, food assistance, and job training. Schools must have at least 40 percent of students eligible for free or reduced-price lunches, or be already designated by their state as needing extra support. Districts could apply for planning grants, five-year operating grants, or expansion grants, and must form public leadership teams that include parents, students, teachers, and community members.

Who does it affect?

Students and families in lower-income communities, along with teachers and school staff at participating schools, would be most directly affected. School districts, nonprofit organizations, local government agencies, hospitals, and states would also be involved as partners or grant recipients.

Why does it matter?

Expanding the program would increase federal spending on school-based social services and require districts to build and maintain partnerships with outside organizations. Schools and districts that do not meet the eligibility thresholds or cannot manage the coordination requirements would not qualify for funding.
