HR 7645 requires the Secretary of State to submit a public report to Congress every 90 days certifying whether Israel is meeting specific conditions tied to a ceasefire agreement and a 20-point peace plan. Those conditions include not violating the ceasefire in Gaza, allowing humanitarian aid in, not displacing Palestinian civilians, not annexing West Bank or Gaza land, and acting to stop settler violence. If Israel is found non-compliant, the U.S. would be blocked from selling, exporting, or transferring American-made weapons to Israel for use in the West Bank or Gaza.
